Design, Access & Heritage Justification Statement Property: Second Floor Flat, 58 Canning Road, Croydon, CR0 6QF Proposed Works: Replacement of a Refused Retrospective Application (26/01156/FUL) of existing front-facing casement uPVC windows with timber-alternative heritage vertical sliding sash uPVC double-glazed units 1. Introduction & Context This statement accompanies a Full Planning Application for the replacement of front-facing windows at the above property. The property is a freehold flat located within the East India Conservation Area. The application seeks permission to replace wrongly installed windows with high-specification, premium timber-alternative uPVC vertically sliding sashes that replicate the historic architectural character of the streetscape while drastically improving thermal efficiency 2. Assessment of Heritage Significance and Impact In accordance with Section 72 of the Planning Act 1990 and the National Planning Policy Framework (NPPF), developments within a conservation area must either preserve or enhance the character or appearance of the area The immediate building facade has already undergone varied modifications with some of the building’s flats currently utilizing modern uPVC windows. The current window configuration across the building is fragmented Having introduced standard, glossy plastic uPVC our self, which further detracted from the building's historic narrative, this proposal introduces premium, conservation-grade timber-alternative sashes. This choice ensures that the proposed development will actively enhance the building's visual cohesion, steering the property’s architectural profile back toward its traditional origins. 3. Design, Material, and Detailing Specification To strictly preserve the character of the East India Conservation Area, the proposed windows have been specified to replicate traditional joinery methods rather than modern plastic fabrications: • Profile & Sightlines: The windows will feature profile sightlines to accurately mirror the depth and proportions of original Victorian timber frames. • Joinery & Corner Details: Unlike standard uPVC windows that utilize diagonal, glossy welded corners, the proposed units will feature authentic mechanical butt joints. This mimics traditional timber construction. • Finish: The frames will feature a premium, White woodgrain-textured foil finish rather than reflective high-gloss plastic. • Historic Elements: The design incorporates integral run-through sash horns, a deep bottom rail, and historically accurate glazing to match the rhythm of the original architectural layout. 4. Conclusion The proposed development represents a sensitive, high-quality intervention. By matching the traditional proportions of original timber sashes through the medium of premium, timber-alternative materials, the proposal successfully balances heritage preservation with essential residential retrofitting. We respectfully request that planning permission be granted.
